REPORTS TO: Vice President Post Delivery Service and Support
SUPERVISES: Project Managers, Project Leads and Project Coordinators, Ship Riders, Warranty Engineers, Craft and Administrative personnel
AUTHORITIES / RESPONSIBILITIES:
- Serves as liaison for all Singapore business activities to include attending meetings, site visits, associated with Austal USA Singapore operations
- Provide Leadership, guidance and manage all personnel activity for the facility
- Establish Budget, Manning requirements for Singapore operations
- Responsible for timely and accurate submittal of EVMS Cost Performance Reports (CPRs)
- Analyzes cost, schedule and technical performance of PDSS Programs
- Communicate and assist BD management grow the Singapore business
- Facilitates Navy BOA, MSC IDIQ, Emergent tasking and warranty generated work item tasking from PMS 501, Military Sealift Command (MSC), Austal HQ
- Respond to request for repairs from PMS 501, PMS 505, Regional Maintenance Centers (RMC), COMLOGWESTPAC, and Industry Partners;
- Leads, directs and provides oversight for LCS Post Shakedown Availabilities (PSA), DD-250 closures, Combat Systems Ships Qualifications and Trials (CSSQT); and Final Contracts Test (FCT)
- Interface with, coordinate a myriad of ship sustainment, maintenance planning and repair efforts with industry partners; and Government (Port Engineers)
- Work with subcontractors to execute service work on LCS / EPF vessels located throughout the Asia/ Pacific region; or OCONUS
- Ensure a smooth interaction between team members and external contractors; resolve any areas of conflict that may hinder the progress of the Post Delivery availability schedule
- Provide coordination, guidance, and direction to ensure that the work being performed enables successful and efficient completion of vessel requirements and allows new service or work items for Post Delivery to be generated
- Maintain a daily presence regarding work in progress, receive material into warehouse if on-site material procurement staff member is not available, receive customers, and monitor staff performance
- Develop schedules for emergent repairs and coordinate with the project team and scheduler to ensure production tasks are completed in accordance with the Integrated Master Schedule (IMS)
- Ensure the work in progress is in accordance with the published schedule, properly sequenced and that production schedules are reasonable and achievable
- Perform random validation of status reporting against the actual work being performed to ensure accuracy of reporting functions
- Monitor and ensure compliance with quality procedures and documents
- Monitor and ensure compliance with contract requirements
- Monitor and ensure required compliance with regulatory body and classification society guides, rules, and regulations
- Maintain daily communication and interaction with the Program Managers and Project Managers Leads to report ship maintenance and repair status / concerns and have the ability to initiate and follow through with required variance analyses and associated corrective action plans
- Monitor and validate resource requirements for actuals against planned work in progress
- Monitor and validate use of rework and lessons learned processes and initiatives to promote continuous improvement
- Liaise with officials and staff as required in the operation of Austal USA’s Singapore facility’s operation
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
- Engineering or Bachelor’s Degree Preferred
- Fully competent in industry related crafts or specific discipline
- 15 years or more experience in a supervisory or management position within shipbuilding, ship repair or similar construction and manufacturing industrial type environment. Navy experience is preferred.
- Completion of a recognized project management course with a complete understanding of the principles of earned value, scheduling preferred
- Knowledge of Earned Value Management System (EVMS)
- Ability to read and interpret shipbuilding contracts and specifications
- Ability to read and interpret regulatory body and classification society guides, rules, and regulations
- Ability to read and interpret engineering drawings and data while navigating effectively with applicable software
- Ability to utilize and interpret relevant cost and schedule data reports including having a familiarity of scheduling software (Primavera, Microsoft Project, etc.)
- Ability to efficiently validate, interpret and understand task scheduling or work sequencing
- Ability to use and interpret relevant cost and schedule data and use applicable software associated with these reporting functions
- Ability to understand schedule reporting tools and be proficient in maintaining and validating schedule related data
- Proficient in Microsoft Office (Word, Outlook, Excel, and PowerPoint)
- Ability to work independently with little supervision and take initiative in all aspects of the position duties
- Willingness to work irregular and extended work hours as needed
- This position will involve substantial time (as much as 100%) onboard the vessel at various degrees of construction, going up and down staircases and vertical ladders at heights reaching in excess of 75 feet in temperatures which, at times, can reach extreme levels.
- Excellent verbal and written communication skills
- Repair experience preferred
RESPONSIBILITIES: This position may be required to manage repair efforts in various offsite locations. The potential for offsite travel can potentially be in excess of 40-50%.

ADDITIONAL GUIDELINES:

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the position. Must be able to tour all vessels and work sites.
While performing the duties of this position, the employee is often required to stand, walk, utilize hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear. The employee is occasionally required to work at a computer station.
Specific physical requirements include the following:
- Must have the ability to bend, squat, stoop, crawl, and kneel
- Withstand periods of prolonged standing
- Ability to turn head from side to side and about the vertical axis
- Ability to turn body at the waist from side to side and about the vertical axis
- Lift/push/pull up to 75lbs on an occasional basis
- Lift/push/pull up to 20lbs on a frequent basis
- Must have the ability to climb in a safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps)
- Ability to work at heights above 12’ while working from ladders, scaffolding and/or man lifts
- Able to work at a variety of levels (ex. waist, eye, overhead)
- Demonstrate the ability to safely and appropriately use required tools and equipment
- Demonstrate good balance while working on uneven surfaces and maneuvering obstacles
- Possess sufficient handgrip and coordination to carry and operate tools and equipment
- Ability to utilize personal protective equipment (hard hat, safety glasses, steel- toed shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards
- Ability to withstand cold and hot temperatures
- Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time
- Able to respond to verbal and audible sounds/commands
- Able to utilize adequate visual skills
- Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side, and reaching down
- Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers
