AUTHORITIES / RESPONSIBILITIES:

Lead business development (BD) activity to include new construction and services for government and commercial customers. Responsible for executing opportunity life-cycle from new market identification through successful bid. Key participant in development of company’s strategy and business plan. Leads BD team in identifying and capturing new work. Responsible for the identification and capture of new business to grow revenue. Additional responsibilities include support of the company’s media and legislative campaigns.  

Lead and manage business development and capture activity.

  • Develop strategies to capture military, commercial and international sales opportunities.
  • Lead total life cycle management of all new opportunities from identification through award. 
  • Ensure capture plans are developed, approved, and executed for new opportunities. 
  • Recommend teaming arrangements to increase competitiveness.
  • Analyze future concepts and emerging markets to provide assessment of potential for success and competitive position.
  • Support merger and acquisition activity.
  • Execute business intelligence processes to identify new markets and position Austal USA to win future competitions. 

Develop, execute and oversee bid and proposal budget process.

  • Lead and maintain the Austal USA capture process, including funnel management, capture management, and proposal development.
    • Prepare gate reviews.
    • Support proposal development efforts.
  • Develop annual budget to support capture and proposal operations.
  • Ensure regular reconciliation of budget is accomplished and funds are spent effectively.

Support Austal USA trade show and media engagement efforts in coordination with Director Communications.

  • Identify trade shows that support Austal USA objectives to maintain / grow business.
  • Support development of plans for each show to include messaging and customer engagement strategy.
  • Support engagement with media thorough development of talking points, providing written responses, and conducting interviews.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

Required

  • Bachelor’s degree required 
  • 10 years of Navy or Marine Corps experience with extensive knowledge of the DoD and Navy budget processes. 
  • Must possess a high level of understanding of technical and engineering issues as related to Naval shipbuilding.
  • Ability to lead and manage in a fast-paced and constantly changing environment as demonstrated through previous management/leadership experience.
  • Proven ability to set tasks for self and others.
  • Familiar with R&D organizations.
  • Familiar with FAR/DFAR.
  • Experience with Foreign Military Sales (FMS).
  • Ability to listen to staff and customers and act appropriately.
  • Excellent communication, leadership and management skills.

Desired

  • Experience in Navy shipbuilding acquisition
  • Experience leading capture and proposal efforts for large Navy programs
  • Experience in legislative affairs

DIRECTION EXERCISED:  Full discretionary authority to assign work

DISCRETION EXERCISED:  Full discretionary authority to correct and discipline, recommend pay increases, transfers, promotions, discharges, and process grievances.

  • Position will necessitate travel on a regular basis, primarily to Austal USA in Mobile AL.
  • Must be able to obtain and maintain required Security Clearance.
  • Candidates must be able to provide proof of US Person status.
