REPORTS TO: Vice President, Supply Chain Management

SUPERVISES: Material Program Financial Lead, Material Program Lead, Supply Chain Lead Quotation Specialist

GENERAL PURPOSE AND SCOPE:  Ultimately responsible for the performance of material and services for ship construction programs to budgeted cost and schedule. Provides senior level guidance to management in other supporting departments, including Supply Chain Management.  In this role, the Director, MPM will need to be an excellent leader with demonstrated project management, critical thinking skills and be directly accountable for ensuring overall supplier performance. The Director, MPM must be a self-starter, capable of developing and achieving organizational and program goals, and must be able to successfully interface with all levels of internal and external organization, including supplier managements.

DUTIES / RESPONSIBILITIES:

Overall

  • Lead and guide a team of Supply Chain Managers and matrixed Supply Chain Acquisition personnel regarding their development and productivity for the program areas which includes performing all reviews, staffing ownership, and personnel development.
  • Develop and implement complex integrated supply chain strategies that cross a variety of inter-related programs
  • Provide comprehensive Supply Chain support and reviews and ensure compliance. Key activities typically include: Earned Value, budgets, targets, working capital, material sales forecasts, etc.
  • Program and Company point of contact for material and subcontracts for new construction ship contracts
  • Decision making responsibility for all program material and subcontractor aspects, from proposal leadership to contract close outs
  • Manages team who provide quotations to proposal teams in support of price to win target with the substantial effect on the ability to achieve the price to win target.

Program Reporting

  • Directly responsible for submitting accurate non-labor data in support of board reports
  • Directly responsible for the creation and accuracy of non-labor data in support of program review reports and presentations
  • Directly responsible for the creation, collation, management, and reporting of Program non-labor EAC’s
  • Responsible for ensuring that material status, progress and issues are communicated across the management team
  • Develop innovative cost models, requisition review, and financial support for Senior Program Management and other senior management

Program and Company Profitability

  • Responsible for the material cost decisions to ensure that program revenue and profit is maximized in line with contract guidelines
  • Responsible for creating and submitting material fiscal year budget, and ensure budget is achieved
  • Create and manage foreign currency hedge forecast for program and post delivery services
  • Identify, implement, and drive cost down initiatives for material and services across all programs
  • Subject Matter Expert for program financial reporting and EVMS requirements

Procurement of Materials and Services for New Construction

  • Ensure the non-labor resources are in place to support work under contract and pending awards in accordance with Austal’s schedule
  • Ensure successful order placement and on-time delivery of materials and services for new construction
  • Provide coordination, guidance and direction to the Supply Chain Management department, Project Managers, and Program Leads for the optimization of material, subcontractors, and supplier resources enabling successful and efficient completion of the projects with focus on cost and schedule performance
  • Decision position representing program office interests during negotiations on suppliers on contractual flow down requirements

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • Bachelor’s degree in Business, Supply Chain, Material Management or related field preferred.
    • 15 years’ related experience may be considered in lieu of degree
    • MBA preferred
  • Minimum of 12 years of related experience in Supply Chain, Project Management, Production Control, Operations/Manufacturing, Engineering, Finance, Contracts, and/or Program Management
  • Previous experience with cost management
  • CPSM certification preferred
  • Ability to lead and manage in a very fast-paced and constantly changing environment
  • Excellent communication skills and interpersonal skills
  • Ability to read, analyze and interpret contracts, contract specifications, and financial and reporting requirements under major contracts
  • Demonstrate high initiative and drive to address problems and drive to resolution

ADDITIONAL GUIDELINES:

TOOLS:
