AUTHORITIES / RESPONSIBILITIES:
- Involvement in all aspects of Austal’s pricing/estimating process.
- Responsible for establishing pricing proposals for new vessel construction, post-delivery and change orders.
- Review and analyze RFPs and SOWs for pricing requirements and structure in order to provide compliant pricing packages.
- Participate in new bid proposals as a primary member of the Cost/Price Volume team, assisting in preparation of schedules, specialized government forms, etc.
- Responsible for preparing and presenting proposal briefing packages to management for review and approval.
- Responsible for interfacing with customers (Government and /or commercial) and internal departments (Marketing, Contracts, Purchasing, Production, Finance, Design, etc.) on related issues involving pricing rates and factors.
- Responsible for providing negotiation support for moderate to highly complex cost proposals.
- Participate in reviewing, compiling and analyzing data to establish labor metrics for use in process improvement and preparing estimates.
- Responsible for helping to implement an efficient, effective and compliant estimating/pricing process. i.e. establish and maintain pricing standards
- Support department and corporate initiatives for process improvements. Support business development initiatives.
- Responsible for performing Quality Assurance checks on final proposals prior to submittal.
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
- Four year degree in accounting, finance, engineering, or related field and six (6) years’ direct pricing experience or a commensurate combination of education and experience to be 10 years in total education/ experience.
- Advanced knowledge in the use of the ProPricer 9X system.
- Ability to develop and execute pricing strategies, competitive analysis, risk assessment and cost analysis desired.
- Technical knowledge in a commercial, heavily industrial or shipbuilding environment a plus, proposal experience and federal contract performance preferred.
- Familiar with the government cost accounting practices (FAR and DFAR) including TINA a strong plus.
- Familiar with the different types of estimates/proposals (RFP, RFQ, ROM, etc.) and different types of government contracts (CDFF, CPAF, FPFF, FPIF, etc.).
- Must have exceptional communication skills, both written and oral.
- Advanced working knowledge of computer software applications, (MSWord, Excel, Access, PowerPoint, and Outlook).

DIRECTION EXERCISED: Responsible for working autonomously or with minimum supervision or as part of a quick pace company team and meet aggressive deadlines.
DISCRETION EXERCISED: Works within established guidelines, helps to establish new guidelines of modest complexity.
LIAISES WITH:
- Interfaces with company management, administration, technical, design and production trades as well as customer (government and commercial) personnel on a diversity of contracts.
- Work directly with the Director Cost and Price, Marketing, Contracts, Finance, Program Management, Procurement, and Production in preparation of pricing proposals (new bids and change orders)
ADDITIONAL GUIDELINES:
- The ability to obtain and maintain a DoD clearance may be required if deemed necessary in the scope of your position responsibilities.
