Develops, negotiates and administers subcontracts, teaming agreements and other agreements of high dollar value, risk, and complexity, consistent with Company requirements and procurement policies/procedures.  Creates solicitations, supports change proposals, manages supplier inputs during new bids, conducts price and cost analysis, negotiates price/cost and price/cost related terms and other subcontract agreements and provisions. Working with Program staff, plays a significant role in ensuring subcontract compliance and required performance of key Subcontractors.

  • Participates on multi-functional teams to obtain business solutions on complex, nonstandard subcontract agreements.
  • Ensure all subcontract activities are FAR and DFAR compliant while working closely with Program Management on large dollar Program acquisitions.
  • Manages the Supplier’s delivery of SDRL information in accordance with subcontract schedules.
  • Interface with company technical administration personnel, as well as government personnel (PCO, ACO, DCAA, SBA, etc.) Partner with Programs Management, Finance, Business Development on a diversity of subcontracts (Firm-Fixed-Price, Fixed-Price Incentive Fee, Time & Materials, and Maintenance & Repair).
  • Monitor contracts and ensure compliance with funding, delivery schedules, contract items, submission of required forms, reports, etc.
  • Manages change order processing and dispute resolution that may arise during contract performance.
  • Prepares representations, certifications, and terms and conditions related to preparation of new proposals or proposals for extensions of existing contracts.
  • Reviews, monitors, and processes correspondence to and from Subcontractors and coordinates submission of periodic status reports and other required documentation.
  • Prepares and maintains written policies and procedures.
  • Compiles and prepares documentation in preparation for contract closeouts.
  • Negotiates non standard Terms and Conditions and unique contracting arrangements.


  • Basic to working knowledge of corporate policies and procedures.
  • Experience with US Government contracting and contract types
  •  Basic to working knowledge of contracting concepts, Federal Acquisition Regulations, Uniform Commercial Code, Federal law, applicable international contract law, International Traffic in Arms Regulations and contract acquisition law and regulations.
  • Strong analytical and communication skills.
  • Ability to draft contractual instruments in accordance with prescribed templates and guidelines.
  • Bachelors degree plus 4-8 years contract/subcontract-related experience.

LIAISES WITH:  Works directly with the Contracts Manager (functional) and Program Manager (operational) as well as Security, Purchasing, and Finance in executing the subcontracting process from subcontract formation through subcontract closeout


  • Must be able to obtain and maintain required Security Clearance.
  • Candidates must be able to provide proof of US Person status.
