Job Description

REPORTS TO: President

SUPERVISES: Global Services & Support

AUTHORITIES I RESPONSIBILITIES:

  • Guide and direct Global Services leadership, in the coordination and execution efforts of all service and warranty efforts on all programs
  • Guide and direct leadership of customer relations including liaising/interfacing with senior government representatives on global service matters and issues
  • Accountable for the overall profit, loss, and project performance of all service areas through the entire value chain
  • Develop and execute 3, 5, and 10 year business strategy including developing strategic alliances and/or partnerships in support of Global Services programs and relations with customer
  • Lead pursuit of future business opportunities that are available with existing business as well as emerging business in the area of global services
  • Responsible for contract compliance and direct resolution of contract interpretation, engaging customer in matters beyond the program manager level for service and warranty issues
  • Liaise/interface with senior representatives of major sub-contractors on maintenance and repair programmatic issues
  • Responsible for all planning and scheduling integration completion and accuracy including key events and milestones for Global Services availabilities
  • Accountable for quality performance and maintaining QMS current
  • Accountable for timeliness and accuracy of contract deliverables to schedule as required
  • Accountable for customer satisfaction including CPAR, AFEB and CARs corrective actions
  • Direct and manage the coordination of configuration management as may be required to track changes and optimize business potential
  • Interface with business development team on new business initiatives and to incorporate lessons learned from previous program pursuits
  • Represent Austal to the federal agencies and U.S. Navy as necessary to support global service programs
  • Provide coordination, guidance and direction to the Global Services team in the execution of all service efforts including but not limited to:
  • Responsible to establish and execute to budgets for all Global Services and Support efforts, including Global Services budgets for other departments/subcontractors
  • Responsible for contract administration, specifications, drawings, and regulatory requirements as they apply to ship warranty and repair
  • Ensure Class Design and Configuration Management deliverables are accurate, complete, and timely to support project schedule
  • Responsible for contract change management and control
  • Responsible to ensure procurement processes result in on-time delivery and quality assurance from suppliers
  • Responsible for proposal development efforts
  • Responsible to implement, manage and sustain Lessons Learned culture
  • Responsible to communicate with customers to settle warranty issues
  • Responsible to establish contracts with Austal customers that extend beyond the warranty period
  • Responsible for managing vessels' availability with warranty and repair work mix
  • Working in conjunction with Workforce Development and Training, responsible for ensuring a trained an available workforce to execute against program requirements
  • Support the Estimating Business System initiative in response to RFP or RFQ requirements to ensure adequate supervision and sound proposals, to protect from duplication and omissions, in accordance with DFARs Cost Estimating System Requirements
  • Responsible for cross functional communication

QUALIFICATIONS / KNOWLEDGE I EXPERIENCE:

  • 10 years of progressive leadership experience within 15 to 20 years of military marine program/project management
  • Bachelor's degree from a four-year college or university preferred in a business, engineering or naval discipline required, Masters in Science or Business Administration is a plus
  • Experience with U.S. federal acquisition and life cycle support programs for the U.S. Navy
  • Ability to communicate effectively with all levels of government agencies, consultants and clients
  • Ability to develop, negotiate, interpret and communicate contracts and related financial issues
  • Knowledge of contracting methods and contract types a plus
  • Must possess a high level of understanding of technical and engineering issues as related to Naval shipbuilding
  • Must be able to obtain and maintain a security clearance
  • Demonstrated understanding of the Change Management process as related to shipbuilding
  • Demonstrated experience and understanding in global services life cycle support of Navy ships
  • Ability to lead and manage in a very fast-paced and rapidly changing environment
  • A proven track record with Program Management experience in the marine industry
  • Prior related military experience a plus.

RESPONSIBILITIES:  This position may be required to manage repair efforts in various offsite locations.  The potential for offsite travel can potentially be in excess of 20-30%.

ADDITIONAL GUIDELINES: 

  • Candidates must be able to obtain and maintain required Security Clearance
  • Candidates must meet the following employment eligibility guidelines to be considered for employment with Austal USA:
  • 18 years of age or older at time of application
  • Able to provide proof of US Person Status
  • No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date
  • No felony convictions of Drug crimes within three years from disposition date
  • Willing to submit to a drug screen
  • Willing to submit to a background check
  • Candidates must be able to obtain and maintain TWIC credentials

PHYSICAL DEMANDS:  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the position. Must be able to tour all vessels and work sites.

While performing the duties of this position, the employee is often required to stand, walk, utilize hands to manipulate, handle, or feel, reach with hands and arms, climb and balance, stoop, kneel, crouch, or crawl, and talk or hear.  The employee is occasionally required to work at a computer station. 

Specific physical requirements include the following:

  • Must have the ability to bend, squat, stoop, crawl, and kneel
  • Withstand periods of prolonged standing
  • Ability to turn head from side to side and about the vertical axis
  • Ability to turn body at the waist from side to side and about the vertical axis
  • Lift/push/pull up to 75lbs on an occasional basis
  • Lift/push/pull up to 20lbs on a frequent basis
  • Must have the ability to climb in a safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps)
  • Ability to work at heights above 12’ while working from ladders, scaffolding and/or man lifts
  • Able to work at a variety of levels (ex. waist, eye, overhead)
  • Demonstrate the ability to safely and appropriately use required tools and equipment
  • Demonstrate good balance while working on uneven surfaces and maneuvering obstacles
  • Possess sufficient handgrip and coordination to carry and operate tools and equipment
  • Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toed shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards
  • Ability to withstand cold and hot temperatures
  • Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time
  • Able to respond to verbal and audible sounds/commands
  • Able to utilize adequate visual skills
  • Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side, and reaching down
  • Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers

SALARY RANGE: Salary range depends on relevant experience.
