REPORTS TO:

Vice President, New Construction Surface Ship Programs

SUPERVISES:

Program Coordinators

AUTHORITIES / RESPONSIBILITIES:

  • Responsible for the timeliness, compliance, development and submittal of Engineering Change Proposals (ECPs), Notice Of Change (NOCs), Requests for Equitable Adjustment (REAs), and insurance claims, as well as corporate initiative proposals for all new construction programs

  • Responsible for developing and maintaining Change Management Procedures for each program as required.

  • Responsible for maximizing change opportunity while managing the customer within the bounds of the contract and remaining contractually compliant at all times

  • Responsible for status reports and metrics on change development up to and including metrics that track actual cost performance against proposed costs

  • Responsible for interfacing with customers and internal departments (Marketing, Contracts, Purchasing, Production, Finance, Engineering, etc.) on related issues involving the scope and preparation of change orders.

  • Coordinate with Program/Project/Contracts Managers to submit/execute changes in support of program requirements

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • 4-year degree (relating to engineering technologies preferred)

  • 10 years of related experience and training

  • Proven record of military and commercial marine program management

  • A sound knowledge of the marine construction industry

  • Proven ability to set tasks for self and others

  • Ability to listen to staff and customers and act appropriately

  • Excellent communication skills

  • Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.

  • Ability to check own work

TOOLS: None

DIRECTION EXERCISED: Full discretionary authority to assign work

DISCRETION EXERCISED: Full discretionary authority to correct and discipline, recommend pay increase, transfers, promotions, discharges, and process grievances.

  • All levels of Austal organization

  • Supervisor of Shipbuilding (SupShip) representatives

  • Navy / USCG Program Office

  • American Bureau of Shipping (ABS)

  • Other Govt agencies and customers

ADDITIONAL GUIDELINES:

Candidates must meet the following employment eligibility guidelines to be considered for employment with Austal USA:

  • 18 years of age or older at time of application

  • Able to provide proof of US Person Status

  • No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date

  • No felony convictions of Drug crimes within three years from disposition date

  • Willing to submit to a drug screen

  • Willing to submit to a background check

  • Position requires travel of up to 20% of the time
