AUTHORITIES / RESPONSIBILITIES:
To provide coordination, guidance and direction to the Project Managers and Project Leads to ensure that the work being performed enables successful and efficient completion of the projects with focus on milestone achievement and cost and schedule performance
Leads the Project Team consisting of Project Managers, Project Coordinators and the functional department leads (including major subcontractor leads) assigned to the construction project. Ensures that all work being performed enables successful and efficient completion of the projects with focus on milestone achievement and cost and schedule performance
Act as the POC for SSGC PMR on deck plate issues across all projects
Ensure close communication with the Program Manager on deck plate construction issues and in turn ensure that there is a clear understanding of Contract and Program Management issues for the Program
Teach, mentor or advise Project Managers and in turn ensure that there is focus on mentoring and upskilling Project Coordinators
Coordinate, mediate and resolve project specific sequence conflicts related to constraints that effect performance to cost and schedule
Maintain a daily presence regarding the work in progress to monitor safety, housekeeping and work progress and staff performance
Conduct and attend customer meetings as required.
Ensure the work in progress is in accordance with the published schedule sequence and that all project schedules are reasonable and achievable
Maintain daily communication and interaction with the Operations Manager and Program Manager to report status and issues and have the ability to initiate and follow through with required variance analysis and associated corrective action plans
Monitor and validate resource requirements for actuals against planned work in progress
Monitor and validate use of rework and lessons learned processes and initiatives to maintain and promote continuous improvement
Support executive briefings, meetings, tours and reporting as requested
Manage engineering efforts through the Program Engineer to ensure all deliverables are met to support the project schedule.
Maintain visibility and input into both internal and external changes to ensure that decisions made are conducive with the profitability and schedule performance of the project
Manage and advise on direct reports performance evaluations and merit assessments
Manages and reports on specific project risks that may affect the performance to the contract
Manage order placement, on-time delivery and performance from suppliers, quality assurance from suppliers. Identify and resolve material and equipment issues.
Ensure that vessels are built to specification and regulatory requirements and ensure that relationships with the authorities remain positive
Manage Test and evaluation program performance and support Sea Trials management and execution.
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
4 year degree relating to engineering technologies preferred
10 years of related experience in Project Management
A sound knowledge of the military marine construction industry
A proven track record with experience in the marine industry in engineering / construction / operation
Ability to use and interpret relevant cost and schedule (EVMS) data and use applicable software associated with these reporting functions
Have past experience and a high level of ability to use and understand EVMS principles and processes
Ability to understand schedule reporting tools and be competent in maintaining and validating schedule related data
Ability to listen to staff and customers and act appropriately
Excellent communication skills both written and verbal
Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
Ability to check own work
Ability to work independently and be self motivated
Willingness to work irregular and sometimes lengthy work schedule

DISCRETION EXERCISED: Full discretionary authority to correct and discipline, recommend pay increase, transfers, promotions, discharges, and process grievances to direct employees.

ADDITIONAL GUIDELINES:
Must be able to obtain and maintain required Security Clearance.
