REPORTS TO:    Director, Post Delivery  

SUPERVISESProject Coordinators, Project Lead, Program Coordinators

AUTHORITIES / RESPONSIBILITIES:

  • Participates in the Post Delivery Program Management Team.
  • Lead the project team consisting of Project/Program Coordinators and the functional leads (including major subcontractor leads) assigned to the IPDA/Post Delivery Availability (PDA) project.
  • Conduct weekly project team meetings to review and report on progress against the baseline schedule, critical path, budget and metrics for Supervisor Ships Gulf Coast (SSGC) and PMS 501; procurement status; review of corrective action; and general business.
  • Monitor all project specific labor and material budgets and liaise with the Project Managers throughout the project on any cost issues.
  • Support development of proposals and quotes.
  • Monitor all Integrated Master Schedules (IMS) and resource plans resolving any abnormalities with the Project Managers.
  • Ensure a smooth interaction between all departments and external contractors resolving any areas of conflict that may hinder the progress of the IPDA and PDA periods prior to sail away of vessel.
  • Monitor Navy Standard Items quality and provide feedback to the Project Managers and Leads.
  • Manage the Maintenance Qualification and Training program within PDSS.
  • Monitor the financial aspect of the program.
    • Works with the Control Account Managers (CAMs) to establish and monitor the baseline budgets.
    • Collaborates with functional departments contributing to budgets, approved by the Project Manager who also monitors performance.
    • Works with the Project Manager to update Estimates at Completion (EAC).
  • Monitor the contractual aspects of the program.
    • Monitor and liaise with Contracts Department for progress and status of approval for all IPDA/PDA contractual modifications.
  • Ensure compliance to the contract.
  • Oversee the programs dealing with the Navys Corrective Action Requests (CARs).
    • Determining workable solutions.
    • Providing timely responses.
  • Manage subcontractor and contractor compliance and performance to the contract
  • Support the Austal quality organization providing various metrics.
  • Prepare correspondence to the Navy with the Project Manager.
  • Manage and maintain the program management drive and associated documents and data captured for the program.
  • Support and participate in various program team meetings.
    • Daily and weekly Program Management Team (PMT) meetings.
    • Weekly Executive Program Management Team (EPMT) meetings.
    • Quarterly Shipbuilding Production Progress Conference (SPPC).
    • Other program team meetings as required
  • Travel may be required up to 20%.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • Must be fully vaccinated for COVID-19
  • High school diploma/GED. Bachelor’s degree in related field preferred.
  • Seven (7) years’ project management or program management experience in shipbuilding to include five (5) years’ experience working with post-delivery government projects.
  • Strong analytical background.
  • Ability to work in Microsoft Office applications (Power Point, Word, Outlook, Excel).
  • Excellent communication and problem solving skills.
  • Detail oriented and able to resolve most daily issues without specific supervisory oversight.
  • Knowledge of Earned Value Management System (EVMS).
  • Must be able to work with employees at all levels throughout the organization.
  • Excellent attention to detail and organization skills.
  • Experience dealing with the US Navy and related departments and organizations.
  • Positive and effective experience with customer interaction and relations.
  • Performance metrics proficiency.
  • Comprehensive research skills.
  • Proven leadership skills and experience as a team leader.
  • Experience working with government contracts.

DIRECTION EXERCISED:  Full discretionary authority to assign work.

DISCRETION EXERCISED:  Full discretionary authority to correct and discipline, recommend pay increases, transfers, promotions, discharges, and process grievances.

LIAISES WITHAll levels of the Austal organization, Supervisor of Shipbuilding (SupShip) representatives, and Navy Program Office.

ADDITIONAL GUIDELINES:

  • Secret Security Clearance required.
  • All candidates must meet Austal USA’s basic employment eligibility guidelines:
    • 18 years or older at time of application
    • Able to provide proof of US Person status (permanent resident or citizen)
    • No felony convictions of theft/deception or violent crimes within seven years from disposition date
    • No felony convictions of drug crimes within three years from disposition date
    • Willing to submit to a drug screen
    • Willing to submit to a background check
    • Must be able to obtain and maintain required Security Clearance.
