Leads the capture management function for Austal USA.  Leads capture team, including capture managers, proposal staff, and leads and analysts, to achieve Austal USA’s short and long-term business development goals.

Directs capture managers in the development and execution of capture plans for new construction and large services opportunities.  Responsible for executing opportunity life-cycle management from opportunity qualification through successful bid.  Key participant in development of company’s strategy and business plan.  Oversees Capture teams in preparing Go / No-Go decision briefs, developing and executing capture plans, preparing and submitting winning proposals, and capturing lessons learned. 

Responsible for establishing, executing and maintaining Austal USA’s capture process handbook and related policy notices. 

Supervises multiple concurrent Capture initiatives, leading teams composed of permanently assigned and temporarily assigned personnel.   

  • Develop strategies to capture military, commercial and international sales opportunities.
  • Lead total life cycle management of all new opportunities from identification through award. 
  • Ensure capture plans are developed, approved, and executed for qualified opportunities. 
  • Recommend teaming arrangements to increase competitiveness.

Supervise capture manager execution of pre-proposal shaping activities, capture activities during the proposal phase and post-submittal activities, and leading opportunities toward high win probability.

Supervise assigned Capture Managers in developing and executing capture strategies for assigned opportunities to secure contracts.

Supervises capture manager execution of win theme development, technical solutions development, competitive assessments, teaming strategies, pricing strategy recommendations (based on a price to win and other competitive assessments), action plans, and execution plans for assigned opportunities.

Responsible for the execution of capture plans, tracking performance to cost and schedule, and communicating status to leadership.

Develop and maintain business intelligence processes and database to assess competition and support development of capture plans and win strategies.

Manage and grow funnel to expand opportunities.  Support the identification of new markets with greatest opportunity for market penetration and revenue growth.

Lead and execute bid and proposal process.

  • Lead and maintain the Austal USA capture process, including funnel management, capture management, and proposal development
  • Oversee development of gate reviews.
  • Supervise development of winning proposals.  

Develop and execute Capture budget to support capture and proposal operations.

  • Conduct continuous review of q-code labor hours to ensure funds are spent effectively.
  • Manage & reconcile all hours billed to capture efforts.

Support Austal USA trade show and media engagement efforts in coordination with Director, Communications, Director, Advanced Concepts, and Director, Customer Relations.

  • Identify trade shows that support Austal USA objectives to maintain / grow business.
  • Support development of plans for each show to include messaging and customer engagement strategy.



  • Significant Navy or Coast Guard experience and extensive knowledge of the DoD and Navy budget processes. 
  • Experience leading large capture efforts resulting in contract awards.
  • Technical knowledge of capture process, to include ability to develop policies and processes.
  • Bachelor of Science/Arts degree.
  • High level of understanding of technical and engineering issues as related to Naval shipbuilding.
  • Ability to lead and manage in a fast-paced and constantly changing environment.
  • Proven ability to set tasks for self and others and work as part of high-performing teams.
  • Familiar with FAR/DFAR.
  • Ability to listen to staff and customers and act appropriately
  • Excellent communication, leadership and management skills


  • Experience managing budgets ($3-5M).
  • Experience in Navy shipbuilding acquisition.
  • Master’s Degree in Business Administration, or related fields

  • Position will require travel on a regular basis, primarily to Washington, DC.
  • Must be able to obtain and maintain required Security Clearance.
