REPORTS TO:  Vice President of Operations

SUPERVISES:  Contractors and sub-contracts; others on an as needed basis.

PURPOSE:  Manages all aspects of the construction life-cycle of new production facilities or modification of existing facilities.


  • Determines and defines project scope and objectives
  • Collaborates with engineers, architects, etc. to determine project specifications
  • Develops plans, budgets and schedules for development and execution of project
  • Solicits, receives and evaluates proposals for facility development projects
  • Obtains permits and licenses from and arranges inspections with appropriate authorities
  • Leads the construction project providing technical direction and oversight
  • Oversees contractors/sub-contractors during the construction process
  • Monitors activities for compliance with internal specifications and external standards or regulations.  
  • Maintains a safe working site for facility construction projects
  • Ensures contractors are working at the highest level of quality
  • Adheres to project’s budget and schedule
  • Resolves non-recurring issues that impact project schedule and/or cost
  • Evaluates project progress and prepares detailed reports
  • Holds regularly scheduled meetings to update executive team on schedule, budget, risks, and issues impacting the project 
  • Manages facilities maintenance including but not limited to dredging, sheet wall repair, and pier settling
  • Other duties as required


  • Bachelor’s degree in engineering or construction management required; MBA preferred.
  • 10 or more years of construction project management experience
  • PMP or equivalent certification preferred
  • In-depth understanding of project management principles, material management and delivery scheduling.
  • Knowledge of construction processes and procedures to include, but not limited to, required permitting and inspection
  • Familiarity with quality, health and safety standards
  • Ability to operate a computer and software – Microsoft Office, construction/project management software
  • Exceptional skills in the areas of teamwork, leadership, communication, negotiation, organization, and time management


Attainment and maintenance of a Department of Defense clearance may be required if deemed necessary in the scope of the position responsibilities.

DIRECTION EXERCISED:  Provide leadership and technical direction to project personnel and contractors

DISCRETION EXERCISED:  Full technical authority in managing daily activities of projects. May make changes without prior approval if documented and when there is no impact to cost, schedule, functionality or quality. Changes must be reported weekly.

LIAISES WITH:  Production Management, Executive Management, Engineering Department, Production Control Department, Health, Safety & Environmental Management, and Security Management

The noise level in the work environment is usually very loud (+ 90 dB).
